In 2002, the Iranian regime wanted to buy a VIP aircraft for their officials. Restricted by US sanctions, the Iranian Defense Ministry founded a company in Cyprus called Safat Air. Then, the Iranian company signed the purchase contract with London-basedFN Aviation, led by Nigel Winfield and Fouad Al-Zayat.
In order to resolve the US sanctions issue, they needed some help in the US. They hired two Washington lobbyists, Roy Coffee and David Distefano. Coffee "was Deputy Campaign Manager for George W. Bush in his successful 1994 race for Governor. He then served as the Director of State-Federal Relations in the Governor's office for four years." Distefano was Bob Ney's former chief of staff.

Congressman Bob Ney's guilty plea in a bribery conspiracy scheme last month stemmed in part from his dealings with a Broward ex-convict who did prison time for swindling Elvis Presley, and later worked as a paid mob snitch for the FBI.
Nigel Winfield of Plantation, is an airplane broker, former fixed-based operator at Fort Lauderdale-Hollywood International Airport and thrice convicted felon.
Winfield also drew attention in 1982 when a federal judge in Memphis, Tenn., sentenced him to six months in prison for attempting to defraud singer Elvis Presley. Winfield and three other men were accused of buying Presley`s private luxury jet in 1976, leasing it back to the singer and then billing him $338,000 for repairs and improvements they never made.
Winfield, who is now a federal fugitive, has been identified by police as an associate of Sam ``The Plumber`` Decavalcante`s Mafia family in New Jersey.
Winfield has been rumoured to have been involved with Jack Leibolt.
Leibolt was involved in the narcotics-smuggling operations of Pablo Escobar-Gaviria and the Medellin cartel.
Leibolt, according to a sweeping 1989 indictment of Escobar, once piloted a plane for the cartel and, in September of 1979, supplied the group with six silencer equipped machine guns. He pled guilty in August of 1990 to conspiracy to import cocaine.
