In 1997 two Pakistani men were put on trial in New York City. They were accused of smuggling Heroin internationally, out of Pakistan and into the USA.
The governments star witness against them was David Coleman Headley.
It is not clear when Headley started working for the DEA.
He was arrested smuggling heroin through Frankfurt Airport in 1988, the year of Lockerbie. One of the prominent conspiracy theories associated with Lockerbie involves an undercover heroin smuggling operation through Frankfurt Airport.
But that's not Headleys only coincidental connection.
The 1997 case places him in New York City, pre-911, working with Pakistani criminals, involved in international heroin trafficking, which comes from Afghanistan.
Was Headley was still in NYC when 9/11 happened?
I feel like that's should at least qualify him for investigation re 9/

The lawyer who defended one of the Pakistani's, Eric Tirschwell, was later Bernie Kerick's lawyer. Kerick was a deputy to Rudi Giuliani on 9/11.
Apparently, Headley only joined Lashkar-e-Taiba after 9/11. But he does have a long association with Pakistan, he was travelling from there in 1988 when he was arrested.
Excerpts from a Carnegie Foundation report on Lashkar:
"Immediately after it was founded in 1987, LeT’s earliest armed operations began in the Afghan provinces of Kunar and Paktia, where the organization set up a series of terrorist training camps that over time were incorporated into the al-Qaeda network in Afghanistan. These militant activities, which were initially intended as part of the ISI-managed war against the Soviet occupation of Afghanistan.
The Clinton administration launched missile attacks against several al-Qaeda camps in Afghanistan in August 1998, and although these attacks did not kill their intended target, Osama bin Laden, they did kill many LeT operatives and trainers who had been bivouacked in these facilities. Shortly thereafter, LeT formally declared its jihad against the United States and began a variety of operations globally aimed at targeting U.S. interests. Since then, the group intensified its collaboration with al-Qaeda, supporting bin Laden’s efforts as a junior partner wherever necessary while operating independently wherever possible. That LeT is a constituent member of Osama bin Laden’s International Islamic Front should not be surprising, given that one of its three founders, Abdullah Azzam, was associated with Hamas and has been widely described as one of bin Laden’s religious mentors. LeT’s sprawling 200 acre headquarters at Muridke outside of Lahore is believed to have been constructed with an initial gift from Osama bin Laden’s Afghan operations. These close ties continue to exist, as indicated by the fact that in 2002, a senior al-Qaeda operative, Abu Zubaydah, was captured in an LeT safe house in Faisalabad, Pakistan."

"a New York City bartender named Terry O'Donnell reported Headley to an FBI task force after Headley's ex-girlfriend told him that Headley praised the 9/11 hijackers and got off on watching the news over and over again in the weeks following the attacks."
